Contracts at Mouchel Parkman, and Mouchel Group, Chelmsford 2010 onwards - Principal Engineer in Highway Design Division on major highway schemes for Essex County Council (ECC) - leading Roscommon Way Extension Phase 1 Scheme through completion of Planning stage, tendering, scheme changes and support up to Start of Works.   (Construction started April 2010).

October 2007 - December 2009, Principal Engineer in Highway Design Division - leading Roscommon Way Extension Phase 1 Scheme through revision of preliminary design for Phases 1 and 2 (£26m), Public Involvement Programme (PIP), Planning Submission and responses to the Planning Officer, Detail Design, Preparation for Tender.

January 2006 - October 2009, Principal Engineer on Capital Projects - major highway schemes for ECC, including taking A13/A130 Sadlers Farm Junction Improvement (£68m) through preliminary design, consultations and Planning Application stage.  (Construction started April 2010).

Detail of respnsilities:

heading the lead team for overall design and focus of highway project for supporting specialists; (survey control); preparation of Briefs; (Public Utilities); geometric layouts and junction configuration; (consultations); responses for highway and costing aspects in Funder questions; proposed highway boundary; (land matters); Planning Application; Responses to Planner; (consents); NMU networks; Road Safety Audit Stage 1 and Stage 2 submissions and responses to auditors; technical analyses and reporting; interpretation of traffic data; liaison with Client; assistance with scheme costs, value management; outline (and detail) drainage design; (drainage consents); illustrative construction sequence and illustrative construction programmes using geotechnical and site data; detailed risk log; hazard elimination schedule.  (Bracketed items were supervised by me.)

Contract at MLM, Ipswich

September to November 2005, full-time design using AutoCAD 2006 and UKDMRB Volume 6 for Wellingborough WEAST including roundabouts and other junctions for Departures approvals and Road Safety Audit Stage 1 clearance. Feasibility report on site services and drainage proposals, Campbell Road Pit Development, Gravesend.
Contract at Colchester Borough Council November 2004 to March 2005 and August 2003 - May 2004, part-time (4 days per week) in team of engineers on highways  adoptions under the Highways Act for developments proposed in the borough.
Contract at Ipswich Borough Council June 2002 - October 2003, part-time Traffic Engineer resolving local issues in traffic and infrastructure, including traffic measures, Orders preparation, AutoCad 2000 and SignPlot.

May 2003 - October 2003, concurrently with the above role, part-time highways officer for Development Control on the Council's partnership development project at Ravenswood, Ipswich, a huge residential redevelopment of the former airport site. This role requires devising innovative and progressive schemes including Home Zones.

Contract at FaberMaunsell, Witham September 2000 - February 2003, Contract documents for A2/M2 Widening; tender exchange, appraisal process, design phase certification for D & B A11 Roudham to Attleborough Improvement; Scotney Castle A21 junction layout; Celbridge (Ireland) design changes to contract documents; A2/M2 Ecological Management of Impton Wood, managing preparation of tender documentation and oversight of contract; N9 (Ireland) reporting on compliance with Standards.

June 2000, A2 West - M25 to M2 Cycle Facilities:-
Detailed survey and design of 12 km of cycle route; tender documents for Highways Agency Area 4.
Contract at Maunsell, Witham May 2000, conversion of UKDMRB Volume 7 for Government of Ireland.

After Feasibility Stage rapid progress through detail design and tender documentation stages on into support during construction stage.

October to March 2000, studies and reports on various small infrastructure and service projects, roadside facilities and cycle routes for Kent.

Contract at PB Kennedy & Donkin Ltd, Hatfield

April 1999, M4 Junction 6 Signalisation Scheme:-
Scheme for reconstruction, maintenance works and widening of junction pavement; installation of traffic signals and cameras. Responsible for audit of tender documentation. Assisted in revision of text and drawings ready for issue to tenderers.

Project Manager, A470 Pentrebach to Cefn Coed for Welsh Office:-
   
Responsible for the design of 8 km of highway with various alternative alignments and carriageway standards, including appraisal and reporting. Stabilisation requirements for routes crossing complex, partly worked coal and iron deposits and river gorge viaducts. Study of urban activities, land use, and ecology and subsequently preliminary designs; passage through Public Inquiry; detailed design; tender documentation. The scheme provides a bypass for heavy traffic flows to avoid the town centre. Urban conditions and numerous adjacent developments and multi construction contracts required extensive liaison design and planning. (Tenders for construction: 1993; Scheme Opened 1996).

I used Highway Link Design, MOSS, AUTOCAD, COBA, ARCADY, PICADY. I prepared the Technical Appraisal Report, public consultation exhibition and report; Scheme Assessment Report; topographical survey and ground investigation contract documentation and administration. Public Inquiry preparation and management. Tender design and documentation.

Jamuna Multipurpose Bridge Approaches (Bangladesh.):-
 
   40km of approach roads, bridge layout and township facilities serving multipurpose crossing of Jamuna River so as to unite area of agricultural surplus in the north west of Bangladesh to the commercial centre of Dhaka and the port of Chittagong. Responsible for approach roads location, preliminary design, costing and detail design of 40 km of single carriageway with provision for future dualling. Embankments formed with local borrow and material dredged from main bridge river training works. Interfacing with the road alignments in bridge end layouts required me to inter-relate design aspects of main bridge, approach viaducts, roundabouts, river training, land reclamation, drainage, gas, power, metre and broad gauge, rail layout, tolls, administration, security and township development, tourism promotion, landscaping.
Day to day advisor on numerous projects, as listed below:- Particularly on aspects of preliminary route indentification, junction requirements and Highway Link Design Standards (DTp.)
M25 Review (DTp):- I surveyed, studied and reported on needed improvements to layout and capacity of some 30 grade separated interchanges on the heavily trafficked M25, 191km long London Orbital Motorway.
Salisbury A36 Bypass (DTp):- Numerous alternative routes for which I assisted in design and prepared appraisal and report in a draft Technical Appraisal Report.
A35 Studies (DTp):- I surveyed, studied and reported on 11 km of route identification.
Surrey Quays Infrastructure (LDDC):- Designing foul sewerage network and junction.
Ferrybank (Waterford Corpn, Eire):- I designed roads and services infrastructure, rate study, contract documentation.
Tripoli and Benghazi Rate Study (SPLAJ:- Libya):- Rate Study.
Marsh-Honiton (DTp):- I made preliminary design and costing of alternative routes and interchanges for A30/A303/A35.
Oxford Bypass (DTp):- I did preliminary design and costing of bypass alternatives and major urban interchanges.
1980 to 1983

Engineer on Site (overseas)

Jamuna River Crossing, Bangladesh:-

230 kv East-West Electrical Interconnector, Aricha to Nagarbari. 11 r.c. caissons in line at 1.2 km centres. Circular caissons of 12.2.m external diameter and 103 length. The hollow well was dredged in silt and fine sand while a bentonite annulus was circulated to reduce external skin friction and enable sinking to depths of 75m to 100m. Anchor towers at each end of the crossing have foundations comprising r.c. rafts and plinths with soil embankment over.

As Assistant Engineer's Representative and Materials Engineer I was responsible for supervising setting out and construction of cofferdams, caissons' steel shoe and r.c. wall, internal dredging, sinking, bentonite lubrication, annulus grouting, core plug backfilling, setting in anchor bolts and tower base plates, prestressing of caisson top slab; excavations, embankment for anchor tower foundation; contract administration.

As Engineer's Representative I was responsible for terminating civils supervision. Final civil works, dismantling temporary works, piled cofferdams, gabion protection, removal of navigation hazards, maintenance certification, final measurement, survey records. I trained the Client's local staff in ongoing monitoring and maintenance in English and Bengali languages.

1978 to 1980:

Design Office, London as Engineer on road and bridge projects
Dock Road, (Waterford Corpn., Eire):- I made the detailed design of a 66m long viaduct. 6 spans with continuity at supports over concrete piled columns. Inverted 'T' beams precast and prestressed and insitu concrete over with top reinforcement made a composite slab.

A470 Taff Vale Trunk Road Stage 4, (Welsh Office):-

I supervised design and estimating for 10 km dual carriageway and 10 km of other new carriageway including 4 roundabouts in heavily populated steep-sided narrow valleys subject to mining subsidence.

I was responsible for training new entry graduates in design and office procedures.

1972-1977

Supervisory Site Engineer

Thames Barrier Construction Site, London:-

An adjustable barrier was constructed to prevent high Thames tides from flooding London but maintain Port of London traffic under normal river conditions, 2 abutments and 9 piers of r.c., each housing machinery for operating flood gates in between them.

At first I supervised diversion channel dredging by bucket and suction, including marine and land surveys, measurement calculation and marine borehole investigations.

Next, I supervised demolition of r.c. piled berth and back-up area, excavation of stone pitched river bank, and construction of 300m sheet piled river wall and back-up facilities including r.c. cased pile foundations, made ground, buildings, roads, car park, drainage and services.

I was responsible for supervision of construction of elements of sheet piled steel cofferdams 75m x 15m x 28m clear depth, and strutting framework; excavations; continuous tremie concreting of 6,000m³ base plug, dewatering, monitoring piezometric behaviour below the plug, tube à manchette curtain grout injection; river wall piled using Frodingham 'S', Larssen 'U' and Peine double beam box piles.

I also had responsibility for supervising stages of construction of R.C. piers with high quality cut water surface finish cast, setting out to tight tolerance for fit of gates, complex machinery bolt setting, dense reinforcement; concrete pours of up to 1000m³, also thin walls and columns and slabs; fitting out of 10,000T gate sills for floating out of dry dock and sinking between piers; onshore service.

Falklands Airport:- Design and cost estimates for upgrading runway and facilities
Eire, Dock Road and Terminus St., Waterford:- Design of r.c. abutment and columns for skew bridge and embankment retaining wall, check calculations for r.c. piles, caps and deck of viaduct since constructed over the bank of the River Suir.
Iran, Saveh-Boin Highway:- check calculations for r.c. deck and bearings including earthquake factor for Sur Chay Bridge, 3 spans of 18m
Libya, Tripoli Urban Roads: Design of alignments, services, earthworks, fencing, markings, Arabic language traffic signs for 35 km dual carriageway with 20 interchanges
Airports for Fiji and Falklands I designed buildings, apron layout and markings, building services, and made cost estimates.
1965 to 1972:
